Student railway concessions: concessions for traveling between home and Institution.

Indian Railways offers significant fare discounts to students traveling between their home and educational institution (school, college, or university). This concession applies to both standard reserved tickets and Monthly Season Tickets (MST) for daily commuters.

Here are the eligibility rules, discount structures, and procedures for general student railway concessions.

Base Fare Concession

Students traveling between their hometown and their educational institution (during vacations or the start/end of an academic session) are eligible for discounts on reserved tickets.

 The Discount:

• Second/General Class (2S) & Sleeper Class (SL): 50% discount for general category students. SC/ST students receive a 75% discount in these classes. 
• The discount applies only to the base fare. You must still pay full reservation charges and superfast surcharges if traveling on a Superfast train. 
• Concessions are NOT permitted on AC classes (3AC, 2AC, 1AC) or premium trains like Rajdhani, Shatabdi, Vande Bharat, or Duronto.

 Important Restrictions:

• You are not permitted to break your journey at an intermediate station. 
• You cannot upgrade a concession ticket to a higher class, even if you are willing to pay the fare difference. 
• The distance traveled must usually be a minimum of 300 km for reserved ticket concessions (unless using MST).

 

Monthly Season Tickets (MST)

For students commuting daily between their home station and the station serving their school or college, Indian Railways provides heavily discounted Monthly Season Tickets (MST) and Quarterly Season Tickets (QST) for a maximum distance of 150 km.

• General Category Students: Receive a 50% discount on the normal adult MST fare. 
• SC/ST Students: Receive an MST by paying 50% below the already discounted student MST fare (effectively a 75% total discount). 
• Free MST (Millennium Gift): Boy students up to the 12th standard and girl students up to Graduation (including professional/vocational courses) are eligible for Free MSTs in Second Class. These are valid only for standard passenger trains, not Mail/Express or Superfast trains.

 

Age Limits

To be eligible for these student concessions, the student must not exceed the following age limits:

• General Category: Up to 25 years. 
• SC/ST Category: Up to 27 years. 
• Research Scholars: Up to 35 years.

 

How to Claim the Concession

Student concessions cannot be booked online via the IRCTC website or app. The process is entirely offline. 

1. Obtain the Concession Form:

Collect the official "Student Concession Form" from your school, college, or university administration office.

2. Get Institutional Authorization:

The form must be filled out with your journey details (From/To stations, dates, purpose) and must be signed and stamped by the Head of the Institution or Principal.

3. Visit the Railway Counter:

Take the stamped concession form, your valid Student ID card, and any required government ID to a physical Railway Reservation (PRS) counter.

4. Book the Ticket:

Present the form to the booking clerk along with a filled standard reservation slip. The clerk will issue your discounted ticket.

Note: You must carry your original Student ID and the concession ticket during your journey, as the Ticket Examiner (TTE) will verify it.

 

If you are applying for the general student concession, here are the final restrictions you must keep in mind to ensure your application isn't rejected at the counter:

1. The "Recognized Institution" Rule

To be eligible for the concession, your educational institution must be officially recognized by the Central or State Government, a recognized University, or a statutory educational board.

• What is excluded: Students attending private coaching centers, tuition classes, or unregistered private institutes are not eligible for railway concessions. Distance-learning or correspondence course students are also generally excluded from the regular home-to-college concession.

 

2. The Strict Definition of "Home"

You cannot use the student concession to travel to a random tourist destination or a relative's house during your holidays.

• The concession is strictly valid only for journeys between the station serving your educational institution and your declared Hometown. 
• Your hometown must match the permanent address registered in your college's admission records. The Principal or Head of the Institution will only issue the concession form for this specific route.

 

3. Academic Sessions & Vacations Only

For reserved tickets (Sleeper/2S), this concession is not a free pass to travel home every weekend. It is specifically meant to be used during official breaks:

• When returning home during recognized school/college vacations (like summer or winter breaks). 
• When traveling from home to college at the beginning of an academic session, or returning home at the end of the academic session.

 

4. The Shortest Route Rule

Your ticket must be booked on the shortest or most direct railway route between your home station and your college station. You cannot book a ticket on a heavily diverted, longer route just to travel on a specific train or see another city along the way.

5. The "Who Pays" Rule

According to the Indian Railways Concession Guidelines, you cannot claim a student concession if the cost of your journey is being borne (reimbursed or paid for) by the Central or State Government, a statutory body, or your University. You can only claim the discount if you or your family are paying for the ticket out of pocket.

6. No "Double Dipping"

You can only claim one type of concession at a time. For example, if a student somehow qualifies for both a patient concession and a student concession, they must choose the one that offers the highest discount; they cannot combine them to get a cheaper ticket.

 

7. The Concession Form Expires Quickly

Once your Principal or Head of Institution signs and stamps your student concession form, the clock starts ticking. The form does not remain valid indefinitely. Depending on your zone and whether it is for a local pass or long-distance travel, the form is usually valid for a very short window (often 3 to 14 days from the date of issue). You must physically book your ticket at the railway reservation counter before this certificate expires.

8. Tatkal Quota is Excluded

You cannot use a student concession for last-minute travel. Student discounts are strictly banned on tickets booked under the Tatkal or Premium Tatkal quotas. To get the 50% discount, you must book your ticket under the standard General Quota.

9. Maximum Distance Limits for Season Tickets

While long-distance reserved tickets have a minimum distance rule (typically 300 km), daily commuter passes have a maximum limit. The highly discounted Student Monthly Season Tickets (MST) and Quarterly Season Tickets (QST) are only issued for commutes up to a maximum distance of 150 km.

10. The "No Replacement" Rule for Lost Tickets

Indian Railways is incredibly strict about lost concession passes. If you lose your approved concession form before booking, or if you lose your physical Season Ticket during the month, the rules dictate that your college cannot issue a "fresh" or duplicate concession certificate for that same period. You will be forced to buy a standard, full-fare ticket until the next term or vacation period.

11. No Refunds on Commuter Passes

If you book a standard long-distance reserved student ticket and need to cancel it, you can do so (subject to normal cancellation clerical charges). However, if you purchase a Student Season Ticket (MST/QST) for daily commuting, refunds are strictly prohibited under any circumstances, even if the ticket is completely unused.
