 Indian Railways offers a specific concession for candidates traveling to appear in major government examinations. While these discounts can significantly reduce your travel costs, the rules are strict, and the process is entirely offline.

 Here is everything you need to know about claiming Sleeper Class and 2nd Seating (2S) discounts for government exams.

What is the Concession?

If you are traveling to appear in the main written examinations conducted by the UPSC (Union Public Service Commission) or Central Staff Selection Commissions (SSC), you are eligible for a discount:

• The Discount: 50% off the base fare. 

• Eligible Classes: Sleeper Class (SL) and Second Seating (2S). 

• What is NOT Discounted: The 50% discount applies only to the base ticket fare. You must still pay 100% of the reservation charges, superfast surcharges (if applicable), and catering fees.

 (Note: Female students from government schools in rural areas traveling for national-level medical or engineering entrance exams are eligible for a 75% discount in 2nd class.)

Eligibility & Restrictions

• Exams Covered: The rule explicitly covers the main written exams for UPSC and Central SSC. (State PSCs, prelims, or banking exams do not automatically qualify unless a special notification is issued by the Railway Ministry for that specific exam). 

• No AC Classes: Concessions are not applicable for travel in 3AC, 2AC, or 1AC. 

• No Journey Breaks: You cannot take a break in your journey (e.g., getting off at an intermediate station for a day). If you do, you forfeit the ticket and cannot claim a refund for the uncovered distance. 

• No Upgrades: You cannot book a concessional Sleeper ticket and later pay the difference to upgrade to AC class.

 

How to Claim the Concession

Crucial rule: Student concessions cannot be claimed online via the IRCTC website or app. You must book your ticket physically at a railway station. 

Step-by-Step Process:

1. Gather Documents: You will need a printed copy of your official Exam Admit Card (Hall Ticket) that clearly shows the exam center, dates, and your details. Carry your original valid Government ID (Aadhaar, Voter ID, etc.) and a photocopy. 

2. Visit the Counter: Go to the nearest PRS (Passenger Reservation System) ticket counter at a railway station. 

3. Fill the Form: Fill out the standard physical reservation slip. Note on the form that you are claiming the UPSC/SSC exam concession. 

4. Verification: Present your reservation slip, Admit Card, and ID to the booking clerk. 

5. Ticketing: Once verified, the clerk will issue your ticket with the 50% base fare discount applied. You must carry your Admit Card and original ID with you during the train journey to show the TTE.

 

Exchanging an Already Booked Ticket

If you already purchased a fully paid physical ticket at the counter, you can exchange it for a concession ticket.

• Go to the reservation office with your original fully-paid ticket and your exam Admit Card. 

• Surrender the original ticket. The clerk will issue a new concession ticket with the same seat/berth status. 

• The fare difference will be refunded to you, minus a ₹20 clerkage charge. (Note: This exchange cannot be done with standard E-tickets booked on IRCTC.)

Beyond the UPSC and Central SSC main exams, Indian Railways is quite strict about what qualifies for an "exam concession." There isn't a blanket discount for any student taking any exam.

Here is exactly what exists under the exam concession umbrella for students:

1. UPSC & Central SSC Main Exams

As discussed, this is the primary exam concession. It offers a 50% discount in 2nd Class and Sleeper Class for candidates traveling to appear in the main written examinations conducted by the Union Public Service Commission (UPSC) and Central Staff Selection Commissions.

• What's excluded: Preliminary exams, interviews, State Public Service Commission (PSC) exams, and banking exams do not qualify under this rule.

 

2. National-Level Medical & Engineering Entrance Exams

There is a highly specific, special concession aimed at empowering female students from rural areas.

• The Discount: 75% off 2nd Class tickets. 

• Eligibility: This is available only to female students who study in government schools in rural areas. They must be traveling to appear for national-level entrance exams like NEET (medical) or JEE (engineering).

 

What about other exams? (RRB, Bank PO, State Level)

Indian Railways does not offer a standing, year-round concession for candidates appearing in Railway Recruitment Board (RRB) exams, IBPS (banking), or state-level exams. 

However, there is an exception: The Railway Ministry sometimes issues special, temporary notifications granting free sleeper-class travel passes (often for SC/ST candidates) when specific massive recruitment drives take place, such as major RRB hiring phases. These are temporary policies tied to a specific exam cycle, not a permanent rule.

Age Limits for Concessions

If you are claiming any of the standard student concessions (including travel between home and college), you must fall within these age limits:

• General Category Students: Up to 25 years. 

• SC/ST Category Students: Up to 27 years. 

• Research Scholars: Up to 35 years (eligible for a 50% discount when traveling for research work).

There is one major category left regarding government jobs and exams that every student or job seeker should be aware of: Concessions for Job Interviews and Railway Recruitment.

 If you have cleared a written exam and are traveling for a government job interview, or if you are taking a Railway exam, the rules change significantly in your favor.

 

Here are the remaining concessions you need to know:

1. Unemployed Youth Traveling for Job Interviews

Indian Railways offers a specific concession for unemployed youth (up to 35 years of age) traveling to attend job interviews.

• Central & State Government Jobs: You are eligible for a 100% concession (Free travel) in the basic fare of 2nd Class (General), or a 50% concession in Sleeper Class to attend interviews for direct Central or State Government jobs. 

• PSUs, Banks & Universities: If the interview is for a Public Sector Undertaking (PSU), Statutory Body, Municipal Corporation, Public Sector Bank, or University, you get a 50% concession in both 2nd Class and Sleeper Class. 

• How to Claim: You must present a photocopy of your official interview call letter (along with the original for verification) to the Station Manager or Station Master at the time of booking your physical ticket.

 

2. SC/ST Free Pass for Railway Exams (RRB/RRC)

While there isn't a general railway concession for banking or state-level written exams, the Railways makes a strict exception for its own recruitment drives.

• If you belong to the SC or ST category and are applying for an exam conducted by the Railway Recruitment Boards (RRBs) or Railway Recruitment Cells (RRCs), you are granted a Free Travel Pass. 

• How it works: You do not even need to go to a ticket counter to apply for this. The free Sleeper Class travel authority is directly attached to or downloaded alongside your official RRB e-Call Letter (Admit Card) online. You simply travel with the admit card and your original caste certificate.

 

3. The Minimum Distance Exemption

A critical, often-missed rule in the Indian Railways concession rulebook is the minimum distance requirement.

Normally, to claim any general travel concession on Indian Railways, your journey must be at least 300 km long. However, students traveling for examinations are exempt from this rule. Whether your exam center is 50 km away or 500 km away, you are eligible to claim the applicable exam concession.

4. The "Yuva" Quota

Though not a percentage discount, Indian Railways operates a "Yuva Quota" (YU) on select trains aimed specifically at unemployed youth (ages 18 to 45) traveling for exams or job interviews. Sixty percent of the seats in "Yuva Express" trains are reserved for students and unemployed youth at heavily subsidized, flat-rate fares. • Research Scholars: Scholars up to the age of 35 traveling in connection with their research work get a 50% discount in 2nd and Sleeper classes. 

• Marine Cadets: Cadets and Marine Engineer Apprentices undergoing training on navigational ships get a 50% discount in 2nd and Sleeper classes. 

• Foreign Students: Foreign students studying in India who are traveling to attend camps or seminars arranged by the Government of India get a 50% discount in 2nd and Sleeper classes. 

• Scouts & Guides: Students traveling for Bharat Scouts and Guides scouting duties receive a 50% discount in 2nd and Sleeper classes. 

• Work Camps & Integration: Students (and sometimes non-student youth) traveling to attend National Integration Camps or recognized rural work camps receive discounts ranging from 25% to 50% depending on the sponsoring organization (like the National Youth Project).
