How to Apply Online
The process has been fully digitized and can be completed via the official Divyangjan ID portal:
- Register a New Account: Go to the official Divyangjan Railway portal and select "New User." You will need a valid mobile number (Aadhaar validation is optional but recommended).
- Select the Correct Location: Crucially, you must select the state and nearest railway station that matches the hospital that issued your concession certificate. This ensures your application is routed to the correct processing division.

However, the "lifetime" and "75%" benefits are granted based on specific age and disability criteria. Here is exactly how it works:
1. How the "Lifetime" Validity Works
Not all Divyangjan IDs are issued for life. The validity period of the card is strictly determined by the nature of the disability and the applicant's age at the time of certification:
- Temporary Disability: Valid for 5 years (or co-terminus with your UDID card).
- Permanent Disability (Up to 25 years old): Valid for 5 years.
- Permanent Disability (26 to 35 years old): Valid for 10 years.

Which train classes get 75%?

- The escort receives the exact same 75% concession, but they must travel in the exact same travel class as the Divyangjan passenger.
- The escort’s Aadhaar/ID details must be entered at the time of booking.
- If the Divyangjan passenger cancels their ticket, the escort's ticket is automatically cancelled. The escort cannot use the discounted ticket to travel alone.
9. Unreserved Divyangjan Coaches (April 2026 Update)
If you are traveling on short
notice without a reserved ticket, Indian Railways updated its rules in April
2026 allowing Persons with Disabilities holding a valid UDID card to travel in
the specially designated, unreserved "Divyangjan coaches" (usually
located at the very front or rear of Mail/Express trains). You are legally treated as a
bona fide passenger in these compartments, and strict action is now taken
against able-bodied passengers who try to occupy them.
10. Restrictions on "Premium" and New-Gen Trains
While the 25% concession is available on Rajdhani and Shatabdi trains, the Divyangjan concession is completely invalid on most new-generation and special fare trains. You will have to pay the full 100% fare if you book tickets on:

11. Concessions on Season Tickets (Passes)
If you commute
regularly for work or treatment, the Divyangjan ID isn't just for long-distance
travel. You are eligible for a 50% concession on Monthly
Season Tickets (MST) and Quarterly Season Tickets (QST). This 50%
discount also applies to the season ticket of your approved escort.
12. Rules for Disabled Children (Under 5 Years Old)
Indian Railways rules state that all children under the age of 5 travel for free. However, if a disabled child under 5 requires an escort, the escort is still fully eligible for the 75% (or 50%) concession, even though the child's ticket is free. Having the Divyangjan
ID also gives you priority access to the Yatri Mitra Sewa.

16. The 75% Discount is ONLY on the "Basic Fare"
When you see the 75% concession on the final checkout page, it might look slightly less than a flat 75% off the total price. This is because the concession applies strictly to the basic base fare of the journey.
- You still have to pay 100% of the Reservation Fee, Superfast Surcharge, Catering Charges (if applicable), and GST.
17. Strict Name Matching Rules (The #1 Reason for Rejection)
The railway system’s backend verification is notoriously strict. Your name and spelling must exactly match across:
- Your Aadhaar Card
- Your UDID Card
- Your IRCTC Account Profile
If your Aadhaar says
"Rahul Kumar Sharma" but your UDID or IRCTC account says "Rahul
K. Sharma", the application will be automatically rejected by the system,
or your booking will fail.
18. No Edits Allowed Post-Issuance
When filling out the
online application, you must double-check everything. Once the Divyangjan ID card is issued, you cannot change or edit
your Name, Father's Name, Date of Birth, or Gender. If a mistake was made, the card becomes
invalid, and you will have to undergo a complex cancellation and
re-registration process through the Divisional Commercial Manager (DCM).
19. Who Owns the IRCTC Account?
To book a concessional ticket
online, the IRCTC account must belong to the Divyangjan passenger. You cannot book a Divyangjan concessional
ticket using a standard travel agent's portal or from an account that is not
linked to the passenger's verified Aadhaar/Divyangjan ID.
20. What if you lose the physical card?
In the old system, losing the railway medical concession paper meant going back to the hospital and the railway office. Because the new Divyangjan ID (EPICS) is a fully digital e-card, loss of the physical printout is not an issue.
- You can log into the Divyangjan portal at any time, go to your dashboard, and instantly download a new PDF to print. (Pro-tip: Railways recommends printing the digital card using the Google Chrome browser with the margin settings set to "None" so the barcode prints correctly).
21. The "Geography" Trap in Applications
Your Divyangjan ID is processed by the Divisional Commercial Manager (DCM) of the specific railway division where your certificate was issued.

27. The "Compulsory Escort" Trap
This is a major rule that catches many travelers off guard. If your disability category is Orthopedically Handicapped or Intellectually Disabled, your concession is granted on the strict medical premise that you cannot travel without an escort.
- The Rule: If you book a ticket with an escort, but on the day of the journey your escort does not show up and you decide to travel alone, your ticket becomes invalid.
- Even if you can manage the journey yourself, the TTE is required to treat you as traveling without a ticket because the concession was granted under the legal condition of an escort being present.
28. Visually Impaired Escort Flexibility
Unlike orthopedically handicapped passengers, completely blind/visually impaired passengers are not legally forced to travel with an escort.
- You can book a concessional ticket just for yourself and travel alone.
- However, if you choose to bring an escort, that escort will still receive the same 75% or 50% concession.
29. Divyangjan ID vs. Serious Illness Concessions
Do not confuse the Divyangjan Lifetime ID with other medical travel benefits.
- Patients with Cancer, Thalassemia, Heart conditions, Kidney issues, and TB are also eligible for 50% to 75% railway concessions.
- However, these illnesses do not qualify for the Divyangjan Photo ID. Patients with these conditions must submit a fresh, single-use physical certificate from their hospital at the railway booking counter for every single journey.
30. Offline Window Booking (PRS Counters)
If you do not want to book online via IRCTC, you can still use your Divyangjan ID at a physical railway station ticket window (PRS counter).
- The Divyangjan passenger does not need to be physically present at the counter. A representative can book the ticket on your behalf by presenting a photocopy of your Divyangjan ID, which the clerk will verify against the original.
- If someone else is collecting the physical Photo ID card from the Divisional Railway Manager (DRM) office on your behalf, they must carry a handwritten, signed authority letter from you.

If the dedicated
Handicapped (HP) quota of 2 to 4 berths is completely full, Indian Railways has

For most general public railway

34. No
"Double-Dipping" Concessions
Indian Railways strictly
enforces a "one concession at a
time" rule. If you are eligible for multiple discounts—for
example, if you are a Divyangjan passenger who is also a student, a medical
patient travelling for treatment, or a senior citizen (if that concession is
ever restored)—you cannot combine them to get 100% off. You must choose the
single concession that gives you the highest benefit.
35. The
"Borderline Case" Physical Verification
While the application process is
completely digitized and online, the railway's Divisional Commercial Manager
(DCM) retains the right to call you for an in-person check. For highly visible
disabilities, online approval is usually standard. However, for "borderline"
or non-visible cases, the DCM may temporarily pause your application and refer
you to the Chief Medical Superintendent (CMS) of the local railway hospital for
a quick physical verification before issuing the card.
36. Immediate On-Board
Protection (139 RailMadad)
If you board the train and find that an able-bodied passenger has occupied your reserved Handicapped (HP) lower berth, or unauthorized passengers have entered the unreserved Divyangjan SLRD/LSLRD coach, you do not have to argue with them. You can dial 139 (the Railway's 24x7 RailMadad helpline) and select the dedicated "Divyangjan / Senior Citizen" menu option. This triggers an immediate alert with a 30-day Service Level Agreement (SLA) for ticket issues, but for on-board berth disputes, it dispatches the Railway Protection Force (RPF) to your exact coach at the very next station to clear the seat.

The RPwD Act (21
Disabilities) vs. The Railway Rules (4 Categories)
In 2016, the Government of India passed the Rights of Persons with Disabilities (RPwD) Act, which expanded the officially recognized list of disabilities from 7 to 21 categories (including Acid Attack Victims, Dwarfism, Specific Learning Disabilities, Multiple Sclerosis, Parkinson's disease, etc.).
However, Indian Railways has not yet blanket-approved all 21 categories for the Divyangjan Photo ID concession.

- You can easily get a UDID card from the government for any of the 21 disabilities under the RPwD Act.

What happens to the other 17 categories?
If you hold a valid UDID card for one of the other 17 disabilities (e.g., Dwarfism or a Specific Learning Disability), the Divyangjan portal will automatically reject your application for the 75% lifetime concession ID because it does not map to the railway's specific tariff codes.
Note: Patients with specific illnesses like Hemophilia, Thalassemia, Sickle Cell Disease, Cancer, and Kidney failure fall under a completely different "Serious Illness" railway tariff code. They receive concessions, but they must use single-journey paper certificates, not the digital Divyangjan Lifetime Photo ID.
