10 PM to 6 AM "Quiet Hours": Legal limits on lighting, phone calls, and group chatting.

Indian Railways strictly enforces "Quiet Hours" between 10:00 PM and 6:00 AM across all reserved coaches (AC and Sleeper Class) to ensure uninterrupted sleep for passengers.

Here is the complete breakdown of legal rules, operational limits, and penalty enforcement during these hours:

Core "Quiet Hours" Rules

Category

Strict Rule / Legal Limit

Exceptions / Permitted Use

Lighting

Main compartment and gangway overhead lights must be switched off at 10:00 PM.

Dim individual reading lights and blue night lights may remain on.

Phone Calls & Audio

Loud voice phone calls inside the berth/coach are strictly prohibited.

Playing music, videos, or games on mobile speakers/loudspeakers is banned.

Calls must be made in low whispers or taken in the vestibule area between coaches.

Audio media must be listened to exclusively with headphones/earphones at moderate volumes.

Group Chatting & Noise

Group conversations, loud chatting, singing, or laughing in berths, bays, or aisles are prohibited.

Quiet, low-tone whispers between co-passengers that do not disturb neighboring berths.

Additional Nighttime Regulations (10 PM to 6 AM)

  • Ticket Checking Enforcement: TTEs (Traveling Ticket Examiners) are prohibited from checking tickets between 10:00 PM and 6:00 AM for passengers who boarded before 10:00 PM. Ticket checks during this period are reserved only for passengers boarding late at night.
  • Middle Berth Allocation: The passenger allocated the middle berth has the legal right to lift and sleep on it from 10:00 PM to 6:00 AM. Lower-berth passengers cannot object during these designated sleeping hours. Outside this time frame, the middle berth must remain folded down to allow seating space.
  • Catering Staff Restrictions: On-board catering and night vendor activity inside the coach are minimized to reduce noise and light disturbance.

Penalties & Legal Recourse

Section 145 of the Railway Act, 1989 (Nuisance & Indecency): Violators who refuse to keep quiet, make loud calls, or play loud audio after warnings can be booked for causing public nuisance, attracting fines or ejection from the train.

Duty of On-Board Staff: Railway Protection Force (RPF) personnel, TTEs, and coach attendants are legally mandated to intervene immediately if a complaint is lodged regarding night noise.

How to Lodge a Complaint:

Lodging an instant complaint via RailMadad triggers swift real-time action from the on-board TTE, coach attendant, or RPF escort staff to enforce quiet hours.

Method 1: Via the RailMadad Web / Mobile App (Fastest Tracking)

  1. Open railmadad.indianrailways.gov.in or open the RailMadad App.
  2. Enter your 10-digit PNR Number. The system auto-populates your train number, coach, and berth details.
  3. Select the complaint category:
    Type: Train Complaint
Main Category: Nuisance / Passenger Behavior or Security
Sub-Category: Loud Music / Phone Calls / Disturbance during Quiet Hours
  4.  In the Description box, state the exact berth number causing the disturbance (e.g., "Passengers in Coach B2, Berths 35–38 are playing loud music/speaking loudly on speaker after 10 PM.").
  5. Click Submit. You will instantly receive a Complaint Reference Number (CRN) via SMS to track real-time resolution.

Method 2: Via Direct Call (Integrated Helpline 139)

  1. Dial 139 from any mobile phone.
  2. Select your language preference.
  3. Press 1 for Security / On-board assistance, or speak directly with an executive.
  4. Provide your PNR Number, coach, berth details, and brief explanation of the quiet hours violation.
  5. The executive logs the complaint into the RailMadad system on your behalf, sending a CRN to your phone.

Method 3: Via SMS (For Weak Network/Basic Phones)

  • Send a text message in the following format to 139:
MADAD <Your Number PNR> Passenger in Coach [X], Berth [Y] playing loud speaker/chatting loudly during quiet hours

Method 4: Via X (Twitter) for Urgent RPF Intervention

Tag @RailwaySeva, @RailMinIndia, and the official handle of your train's division/zone (e.g., @NRailwayIndia).

  • Format:
"Urgent: Passengers in Coach [X], Berth [Y] violating 10 PM–6 AM quiet hours by playing loud music on speakers / group chatting. TTE not visible. PNR: [Your 10-digit PNR]. @RailwaySeva"

 What Happens Next?

  • Once registered, the central control room alerts the TTE on duty or dispatches the RPF (Railway Protection Force) train escort squad to your coach.
  • Railway personnel arrive at the berth, instruct the passengers to turn off speakers/stop making noise, and issue a warning under Section 145 of the Railway Act.

Beyond lighting, phone calls, and group chatting, Indian Railways enforces several other specific operational and safety rules during the 10:00 PM to 6:00 AM window:

1. Mobile Charging Sockets Power Cut-Off (11:00 PM to 5:00 AM)

  • On many routes and trains, charging ports inside coaches are switched off between 11:00 PM and 5:00 AM.
  • Reason: This is a strict fire prevention measure implemented by the Railway Board to eliminate short-circuit and overheating risks caused by overnight phone and power bank charging.

2. Sleeping Exemption Guidelines

While sleeping is restricted strictly to 10:00 PM – 6:00 AM so lower berths can be shared for seating:

  • Official Railway Board directives state that passengers must extend voluntary cooperation to sick passengers, pregnant women, elderly travellers, and persons with disabilities if they need to sleep or lie down outside these hours.

3. Side Berth Allocation Priority

Passengers assigned the Side Upper (SU) berth have no legal right or claim to sit on the Side Lower (SL) berth between 10:00 PM and 6:00 AM. The Side Lower passenger gets full right over the berth space during these 8 hours.

4. General Ticket Entry Ban in Reserved Coaches

  • Passengers holding unreserved or General Class tickets are strictly prohibited from entering, standing in, or sleeping in the gangways or bays of Sleeper/AC reserved coaches after dark.
  • RPF and TTEs are authorized to fine or deboard unreserved passengers caught in reserved coaches during nighttime checks to prevent overcrowding and theft.

5. On-Board Catering Restrictions

  • Pantry Car & Vendor Service Halt: On-board vendors cannot shout or sell food/beverages in coaches after 10:00 PM.
  • Pre-ordered meal services (e-catering) usually close operations past 10:00 PM to prevent staff movement from disturbing resting passengers.

6. Coach Entry Door Locking:

On-board housekeeping staff or coach attendants are instructed to lock the main exterior doors of AC coaches at night to prevent unauthorized entry or theft while passengers sleep.

4. TTE "No-Check" Exception for Late Joiners:

While TTEs cannot inspect tickets of settled passengers after 10:00 PM, they are legally permitted to verify tickets for passengers who board the train at intermediate stations after 10:00 PM.

5. AC Temperature Standardization:

Auto-thermostat settings in AC coaches are held at standard pre-set ranges (typically 22°C–24°C) at night to avoid extreme temperature shifts that cause passenger discomfort.

6. Prohibition of On-Board Staff Maintenance Activity:

Deep cleaning, dry-sweeping, and linen collection by OBHS (On-Board Housekeeping Services) inside coach compartments are restricted late at night to avoid disturbing sleeping passengers, barring emergency spillages.

Here is the quick final checklist of the entire nighttime policy:

  • Noise & Media: Zero loudspeaker audio (headphones required), no loud calls, and no group chatting.
  • Lighting: Main compartment lights off; night/reading lamps only.
  • Berths & Seating: Middle berths up exclusively 10 PM – 6 AM; no lower seat rights for side-upper passengers during this window.
  • Ticket Checking: No routine TTE verification for passengers who boarded before 10 PM.
  • Safety & Power: Mobile charging ports deactivated (11 PM – 5 AM) for fire safety; exterior coach doors locked.
  • Staff Services: Vendor shouting/catering paused; routine cleaning stopped.
